About Cheryl

I'm Cheryl Wagah, an environmental policy specialist based in Fredericia, Denmark. I hold a Master's in Environmental Policy from the University of Nairobi, where my thesis on Deposit Refund Schemes for plastic waste sparked my passion for bridging regulation and real-world action.

My career has taken me from CARE International and IFAD to the Danish sustainability sector, working across research, policy analysis, and stakeholder communication. I bring an international perspective to a local challenge, and I love translating complex regulations into clear, actionable steps for busy teams.

What drives me is the moment where research clicks into insight, when scattered regulations become a clear path forward. I believe every SME deserves access to that clarity, not just the companies that can afford the big consultancies.

PPWR and producer responsibility: what applies now?

PPWR is the EU Packaging and Packaging Waste Regulation. It generally applies from 12 August 2026, while several requirements are phased in later. Your obligations depend on factors including your role, packaging and markets.

Danish packaging producer responsibility applies from 1 October 2025 and includes financing the management of packaging waste. It is separate from PPWR’s product requirements.

Start by identifying your role, for example manufacturer, importer or distributor, your markets and packaging types. Review packaging data and supplier documentation, and establish which documentation, conformity and identification requirements apply to you.

Further requirements for areas including labelling, recyclability and recycled plastic are phased in later. Deadlines and their application can depend on secondary legislation. A single date is therefore not a universal compliance deadline for every business.

What is PPWR and why does it matter for my company?
PPWR is the EU Packaging and Packaging Waste Regulation. It generally applies from 12 August 2026, while several requirements are phased in later. Your obligations depend on factors including your role, packaging and markets.
Do I need to start preparing now?
Yes. Start by identifying your role, packaging types and markets. Distinguish requirements already in force from later deadlines. Danish packaging producer responsibility and PPWR need separate, coordinated assessments.
What if we're already partially compliant?
That's great. Many companies have some elements in place. A Quick Scan or Assessment will identify exactly what's covered and what gaps remain, so you don't waste time or money on things you've already addressed.
What does the Quick Scan cost?
A Regulatory Quick Scan has an indicative estimated price of DKK 7,500 excluding VAT. The price depends on the individual case, and final scope and price are agreed in writing. The service covers a one-week review, a 30-minute presentation and a summary. An initial 15-minute introductory call is free and carries no obligation.
Can we skip directly to Implementation Support?
Absolutely. The three steps are designed to be flexible. If you already have a clear picture of your situation and know what needs to be done, we can move directly to hands-on implementation support.
What if we're overpaying on EPR fees?
Incorrect classification can affect EPR fees. I can review your packaging data and classifications and identify possible corrections. Any savings depend on your circumstances.
Who is responsible for compliance: us or you?
You are. Your company retains full legal responsibility for its own regulatory compliance. That does not change when we work together. My role is advisory: I research and interpret the regulations, identify gaps, and provide clear recommendations. But the decisions and accountability remain with your organisation. Think of me as a specialist resource that strengthens your internal compliance work, not a replacement for it. This keeps the relationship clean and ensures your team stays fully informed and in charge.
